General,   In compliance with instructions dated Hd Qrs Supt RF and AL 8th Dist of Va I have the honor to report that the General Conditions of the Freedmen in this Sub Dist comprising the counties of Wythe, Carroll and Grayson, 8th Dist of Va are favorable.  There being plenty of work at fair wages, and a strong disposition on their part to advance their present condition to that of a self supporting class.
