I have the honor to submit the following Report of "Bureau Affairs" in this Sub. District "C" (9th Dist) Va during the month of September 1866.

I have visited all sections of this district, during the last month and find the Freedmen, working faithfully, and giving general satisfaction.  There has not been a complaint entered at this office against the Freedmen, or by the Freedmen against the Whites.  There has been but one (1) case brought before the Civil Tribunal, which was a youth who was charged with stealing a watch; he was
