General,
In compliance with Cir No 6 I have the honor to report that the feeling between the whites and freedmen in this Sub. District during the month has been very good. Ther has not been any complaints by the freedmen of outrages committed by the Whites The Civil Authorities have been notified that they will be required to take care  of the destitute freedmen after the 1st of October. They have not yet taken any steps to provide for them. Those who are in the Barracks here if turned out can not live without assistance. Most of those who have worked well through the summer will be able to live comfortably through the coming winter are exception to those are those who have large families of small children.  The tobacco crop is very fine one here this year many of the freedmen have good crops of it. Traveling through the country I find very freedmen unemployed.
