   In compliance with Circular 6, dated Bureau RF and A Lands Head Quarters Asst. COmr State of Va, Richmond Va. January 29th 1866, I have the honor respectfully to submit the following report of the affairs of Freedmen in connexion with the Sub Dist of Richmond, and County of Henrico, for the month of September 1866.
   I have nothing of any special moment to  report of the condition of the freedmen duering the month of, their conduct and demeanor is satisfactory and every thing that could be desired.
   According to Special Orders, this date closed the issue of rations.  Much suffering and distress will consequently be entailed upon the aged and sick that the Whites will not be able to afford them assistance during the coming winter is a well known fact, not a doubt rests in my mind, that the suffering here
