plaint on the part of the Freedmen of the low price of wages throughout  the county. In this early part of the month a "strike for higher wages" was determined upon. I was consulted in regard to the matter + advised strongly against such a movement, believing that in the end. it would result disadvantageously to the Freedmen. It was accordingly abandoned. With this exception I think the blacks are very well-contented. As far as I can learn they are generally industriously employed. 
   I think I may safely say that the Whites are becoming each month better reconciled to the employment of free labor and that the mutual relations of the two classes are improving.
