In obedience to Circular No. 6 C.S, Hd Qrs Asst. Comr. State of Va, I have the honor to report that the Bureau affairs pertaining to this Sub Dist. are looking cheerful in the main; though there is, however, a "falling off" on the part of the freedmen in regard to their working; they do not seem to work with that energy & alacrity that they did in the earlier part of the year; and they are generally indisposed to make contracts for next year, as they seem to think that they can do better upon rented land, though the experiments in this direction the present year prove to the contrary, however, so far as my observation extends.
