Sir, 
In accordance with the provisions of Cir. 6, Bureau R.F. & A. Lands Hd Qrs Asst Comr Va. dated Richmond Jan. 29, 1866. I have the honor to report as follows: 

It is with a great deal of satisfaction that I am enabled to record the happy state of feeling now existing between the Whites and Freedmen throughout this sub-Dist. There appears to be a disposition among the colored people to work faithfully for their employers, and by close application to their duties, merit the respect and confidence of the whites.

The wages paid, although not large, are sufficient to enable the colored people to support themselves and their families comfortably
