Sir:
In compliance with Circular No. 6. from Hd. Qrs. Asst. Com. of Va I have the honor to report that freedmen's affairs remain generally favorable in the Sub District of Prince Wm. County. During the month just passed I have received no complaints from whites or Freedmen, and there have been no cases between these elements before the Magistrates of the County. I have heard of no cases of difficulty whatever. There is very little sickness and the freedmen are generally prospering. They are visibly better off in all respects than they were towards the close of last year, or ever were before, if their own notions of their affairs are correct. I have taken steps to start a school here, and I observe some evidence of opposition. I think a few lessons of toleration in regard to the experiment of enlarging the fraction of citizens who can read and write are needed in this County; and that they had better be administered by the Bureau. Otherwise I fear the freedmen will not be free to engage in the public pursuit
