I have the honor in compliance with Circular No. 6 dated Hd. Qrs. Asst. Comr. State of Va. Richmond Va. January 29th. 1866 to report the condition of Bureau affairs in this Sub Dist. The state of feeling generally between the whites and freedmen continues good. Many of the whites have expressed an intention to rent land to the Freedmen next year or give them a share of the crops. I think they are led to this decision by witnessing the satisfactory result of such a course among the few who adopted the plan during the present year. Many of the Freedmen who have been laboring upon this plan will raise enough for their own share to support themselves and families another year thereby ennabling them to save the entire proceeds of their next years labor.
