upon said lands but a very small number will be able go. Most of the Freedmen are very ambitious to get homes of their own but there are but few men among the whites who are owners of land that are willing to sell to Freedmen.

There is a disposition manifested among some of the magistrates to shirk from taking notice of any complaints made by the Freedmen although none have actually refused yet I have been informed by Freedmen that in some instances they have applied several times before notice was taken of them
