I found in this county a class of Freedmen far superior in point of intelligence to those of Culpeper Co. 

There seems however to be a dense population of them in the village of Orange C.H. who work by the day & could not be induced to hire with the farmers by the year or month. There is a much larger number of old & Indigent people in this county than in any county I have had charge of there are very many crippled ones also. 

I have together with the Supt. of Freedmen's schools for the Dist. succeeded in organizing the Freedmen into a society & have had moved one government building from Gordonsville for the purpose of putting up a building for church & school purposes. A lot has been obtained & everything in this respect is progressing finely.

The very best of feeling seems to prevail here between the whites & Freedmen in fact the former are assisting the latter by subscription for defraying the expense
