In compliance with Circular No 6 C S dated Hd Qrs Asst Commissioner Va Richmond Va January 29th 1866. I have the honor to report the state of feeling existing between the Whites & Freedmen as regards Labor to be very fair. The Freedmen are doing better than the citizens supposed and with few exceptions are doing well.  There is a small class of them that are disposed shirk their duties and break their contracts much to the anoyance of their employers but this class is very small.  The most of them are working faithfully and seem anxious to obtain property and better their condition. The corn crop is very large in this and Rappahannock counties and Farmers are now busily engaged in putting in large crops of wheat
