by a fair & donations among themselves have raised about 200 dollars towards the purchase of the lot and the removal of the building from Gordonsville By constant urging them I am in hopes to have the building up ready for occupation by the first of November Miss Wood & assistant have arrived and school will commence on the first of October in the building formaly occupied by them

The County authorities are taking charge of the destitute Freedmen as far as their ability will permit. They tell me it is hard to collect taxes as fast as they need them. There will be considerable suffering among the destitute from an unwillingness of some to go to the poor house.

Judge Thomas delivered his opinion on the Fox & Blackwell Estates giving the Freedmen [[strikethrough]] ninth [[/strikethrough]] nine tenths of the Estate I herewith forward a copy of his opinion

I find none as yet that wish to locate lands in the Gulf states under the provisions of the Act of Congress as set forth by Circular No. 7 War Dept B of R F & A L Washington July 2d 1866
