In this connection, it is respectfully submitted whether the, so called, Bate's Farm, in this county, and now held by the Bureau, might be retained, and rented in tracts to such freed-people as are willing and able to pay a reasonable rent, and who may be unable to secure land elsewhere. It is not suggested that this farm be retained or used as a means of supporting destitute freedmen; but simply to place within reach of the industrious and worthy, who may be unable to secure homes elsewhere, sufficient land, at a fair rent, to enable them to support themselves.
