Yorktown Va. September 24th 1866.

General:

Pursuant to Cir. No 6 dated. Hd. Qrs. Asst Comn'r State of Va. Jan'y 29th 1866. I have the honor to submit, the following report, in regard to the condition of affairs, in this Sub-Disct. No material change has occured since the last "Report": everything is progressing finely, so far as circumstances will allow, and since the formation in "York Country" of the 
"Bureau Court"
under its new organization, no trouble of any character, to any extent has occured: it appears to give universal satisfaction to both colors. Too much praise cannot be given to the Gentlemen (Dr. Robert H. Powers and Mr. Darlington) who are the associates of the officer in charge of this office, in its organization. they have displayed fairness, and good judgment, in every case which has been before us, and, I think they are interested, in giving character, and standing to this Court, in the eyes of the citizens of this County.
