General:
I have the honor to make the following Report of the condition of Bureau afairs in this Sub-district for the month of September in obedience with Circular No. 6 H'd Q'rs Ass't Com'r. State of Va.

The past month has been one of unusual quietness in this Sub district — nothing occurring of importance between whites and colored, with the exception of some cases wherein the employers have attempted to break contracts with their Col'd help frequently under very trivial pretexts, this is becoming more prevalent now, than earlier in the season when labor was not so plenty.
