In compliance with Circular No 6. C.S. Hd qrs Asst Comr State of Va. Richmond Va. January 29th 1866, I have the honor to report;
That the feeling between the Whites & Freedmen is rather good - Now that the work on the crops is nearly done, there seems to be more of a disposition to find fault, and Complaints are numerous from both parties. The worst disposed of the Whites are seeking for opportunities to abrogate their contracts, and unfortunately it is not very hard to put the ignorant Freedmen in the wrong - And in a good many instance the Freedmen themselves have refused to do some of the things that they were required to do by their contracts, If the law and Lawyers, will have to decide between the Whites & Freedmen in those matters, I fear much suffering on the part of the Freedmen will certainly be the result.
