Reports in compliance with Cir No 6 Asst Comr dated January 29th 1866, that the affairs of the Bureau in his Sub Dist are in a fair condition. The feeling existing between whites & Blacks is somewhat better than it was a month ago, but white, Refugee or Freedmen do not get justice in all cases in the civil courts, where the action is for debt. A case lately come under his observation where a refugee was the party to a civil suit to which the verdict rendered was in his opinion (as well as most of the leading men of the Co) in direct opposition to the facts & evidence, and gross injustice was done the refugee.
