General:
I have the honor to submit the following report, in compliance with Circular No. 6 C.S. The crops will probably turn out much better than was expected last month. All hands are busily employed saving the fodder & tobacco, so that few complaints, comparatively, have been made to me. The feeling existing between the Whites & blacks is improving gradually. It shows itself in the increasing desire to see the Freedmen educated; locations where the idea of having a school would not be tolerated a few months ago, has now advocates of negro schools, at the expense of making those parties very unpopular. The County Court granted the first license to a colored man, to perform the marriage ceremony.
Heretofore there has been but one lawyer, Mr. John Spice, who dared to get up before a jury & say that there was no use of his making an appeal for a
