I have the honor to report in complyance [[compliance]] with Circular Order No 6 for the month ending Sept 30th. 1866 that the feeling between the whites and Freedman are unchanged in my Sub. Dist. 

The condition of the Freedman in Botetourt Co. is somewhat better than in Bedford Co. as they are generaly [[generally]] employed and industrious
