I have the honor to make the following report in regard to Bureau affairs in my Sub-dist.

The general condition of Bureau affairs is good, the negroes are working well and there is very little want or destitution among them that I can hear of.  A fair state of feeling seems to exist as a general thing between the whites and negroes.

The cause of education is not progressing as well as I expected, owing principally to a want of concerted action on the part of the Negroes.  I am in hopes, however, to get a few schools in operation in a short time.  The negroes are very anxious that their children should have a chance to get an
