In compliance with existing orders, I have the honor to submit the following Report of the Condition of Affairs of the Bureau, R.F. & A.L. in the Counties of Lunenburg and Nottoway, Va, for and during the month of September 1866. 

Condition of the Freedmen. 

In Lunenburg County, the Freedmen are becoming dissatisfied with their employers, and not without cause, the frequent outrages and injustice practiced upon them, have made them restless and suspicious, they do not appear to have any confidence in their employers, and labor rather sullenly. Certainly not with the same spirit they commenced the year's work.
