General:
In compliance with Circular Nos. 6 and 10 C.S. I have the honor to report the condition of the Freedmen is slightly improving. Nearly all find employment at remunerative wages. All are willing to labor and are seeking employment to the best of their ability and it is only for ability or a desire to employ them on the part of the whites, that there any without means of support. About (130) one hundred and thirty families remain upon Taylor Farm who are supporting themselves except providing shelter. Could land or houses be obtained they would support themselves wholly. Most of these are from other states or from other parts of this State. They are being removed to their former homes as fast as provision can be made and they be induced to go. There is a manifest opposition on the part of most to being removed, unless the Govt. will provide support at the place to which they are required to go.
