in this Sub Dist both of which are in Winchester but one of these is supported by the [[?Old]] Prespaterian Association of Pittsburgh Pa and has at this time of the year an average attendance of 100 scholars or more which will be greatly increased during the winter months.

The other is a private school conducted by Henry Washington - a Freedman - and the expences incurred are paid by charging such of the scholars as are able to pay their tuition.  I think that great effort should be made to establish schools for Freedmen in the several places mentioned in my report made in compliance with Circular No 23d Headquarters Asst Com'r State of Va dated Richmond Va July 28th 1866, and hopes that the necessary steps will be taken to that effect.

The amount of Rations issued during the past month is but very little more than the previous month though the number of applicants supplied was some increased.  The necessary steps have been taken to notify the Civil authorities of the withdrawal of Rations to the destitute and think there will be but little if any suffering among them as I learn that they - the Civil authorities - are taking the necessary steps to provide for those that formerly belonged to their several
