The State of Feeling existing between the Whites and the Freedmen is good, and improving.  There appears to be a feeling of general respect, and it is increasing.  The Freedmen showing to the Whites that they are able and willing to work and support themselves.

The Overseers of the Poor show a desire to care for all Freedmen who formerly lived in this Sub-Dist, who have become aged or infirm, and are unable to obtain a livelihood.  Those Freedmen who are unable to work, who do not belong to this Dist are sent to the Districts where they formerly resided to be provided for.

The Schools in this Sub Dist are at present closed, and from what I can learn are to be reopened early in October.  The feeling against the education of Freedmen, I think is rapidly diminishing, and a feeling of encouragement is springing up, the Whites believing that intelligent labor is to be preferred.
