I have to report no material change in the affairs of the Bureau, during the month, except that the people have been more quiet, and less disposed to insult the officer on duty in this Sub Dist, which I think is owing to the presence of U.S. troops.  There is still a great prejudice against the Colored people, as evinced, by their refusal to have anything to do with colored schools, the Freedmen are all very eager to be taught, and anxious for the schools to be established.

Refugees and Freedmen are continually asking for the assistance of the Bureau to collect their just debts, as they are unwilling to trust to the civil courts.
