I have the honor to make the following report of Freedmen's Affairs in the County of Mecklenburg, Va. for the month of October 1866.
They Freedmen are industrious and are living contented and happy.
They Freedmen of this County may be regarded as living as well as any class of labourers can live, labour is not equal to the demand and (I think) they Freedmen will receive A larger compensation for their services the ensuing year than they have received the past year.
The average rate of wages in this County for A Freedman (during the past year) has been about Eight dollars ($8.00) per month including rations house and fuel.
The Crops in this County are on an average with former years, consequently they Freedmen who are working for it share in the crop will receive A large compensation for their services.
