Opposed to renting or selling to the freedmen, in consequence of which many are anxious to accept of the inducements offered them in circular No 1. of 1866 relative to the govt lands the want of means to procure the necessary Supplies and farming utensils prevent them from so doing.

It is considered that there will be a lack of work this winter owing to the fact that many contracts will expire. The farmers will be induced to employ Single people (the repairs being made and the land seeded) and discharge those having large families of Children which will to some extent cause destitution:
