Sir,
I have the honor to report that the relations between whites and blacks in this county are at present of quite a satisfactory character. I attribute this entirely to presence of the troops and the consciousness of the people of the power of the Bureau to enforce justice if necessary. No provision has been made as yet in this County for the support of the poor, and there will be little if any made. But those of the overseers of the Poor have sworn in, and they say the county is very poor. (which is true) and can do but little if anything for the support of the poor. There is not
