Sir;
I have the honor to report that the condition of affairs in this county remains unchanged since last report.  No attempt has yet been made to recover the taxes from the freedmen; but the reason for it is the indisposition of the Sheriff who has been unable to travel for that purpose.

In obedience to S.O. No. 35, dated Hd. Qrs. Supt. 5th Dist. of Va., Oct. 8th /66, I have assumed charge of Charles City County in addition to previous duties, but on account of sickness, have not been able to learn the condition of affairs there.

During the present month, I have conversed with the Freedmen on the subject of Schools, impressing upon them the importance of some effort on their part towards their establishment in the county; upon all occasions
