In obedience to instructions contained in Circular No 6, from Head Quarters Asst Comr State of Va. Richmond Va Jany 29th 1866, I have the honor to submit the following Report showing the condition of Freedmen's affairs at this date, in the above named Counties.

No new facts have been developed during this month in connection with the labor system. I am of the opinion that a much kinder state of feeling exists among the classes than was observable at the date of my last Report. I do
