Reports in compliance with Circular No 6 C.S.
States feeling between whites and freedmen is improving materially especially in Botetourt County. South of the maintains there is great many Dunkers and Union people who are favorable to the colored people. They are industrious and complying with their contracts although working for very low wages does not apprehend so much trouble in settling for services this year as reported.
