I have the honor to forward report for the month of October 1866, of the condition of freedmen &c, of my Sub District, in compliance with Cir No 6 C.S.

The feeling between the whites towards the freedmen is improving materially, especially in Botetourt County. Although the feeling never was as bitter towards them, as 
what it was in Bedford County, and south of the mountains generally, The Dunkers, and the large number of union people that are living throught the mountain districts are all favorable towards the Colored population, The latter are all knowen by freedmen through the county, and are advised in cases of difficulty &c by them. The freedmen are generally industrious and comply with their contract in good faith. The wages paid them is very low. Almost inadequate to support those that have large families.
