Sub Dist of Caroline, Bowling Green
Caroline Co Va October 31st 1866

Brevet Brig Gen'l O Brown
Richmond V'a

General
In compliance with Circular No 6 Hd Qrs Asst Comr State of Va. Richmond Va. January 29th 1866, I have the honor to state that the feeling existing between the whites and Freedmen is quietly assuming a more friendly attitude. Business men are very polite to the Freedman from motives of interest. The fact of nearly all of the Freedmen having made enough of corn &c during the year, and a few dollars to spend for clothes &c for 1867. Makes them more thought of.

There are only very few of the Freedmen of whom any serious complaints were made. Some, who though they had good contracts, and good land to work, spent their time in hunting & fishing. Some of the Farmers too have become very exacting when they find their crops made. and seem very anxious make trouble. I am glad to add their number is very few.

I am General
Very Respectfully
Your obdt servt
