In obedience to Circular No 6 Head Quarters Asst Commissioner State of Va., dated Richmond Va. January 29th 1866

I have the honor to report that the affairs of the Bureau in this Sub-District are in a fair condition

A pretty good state of feeling appears to be existing between the Whites & Blacks

There is a slight disposition existing on the part of some of the Whites to drive off or induce their colored help to leave their employ, in which event the white man says the Freedman has violated his contract, and refuses to pay him for his Labour.  there is no redress left the Freedmen but to apply to the civil courts which is very uncertain business, as the Freedmen is likely to have a bill of cost added to his other losses.
