Genl,
I have the honor to make the following consolidated report of affairs in general pertaining to the Bureau for the month of October 1866.

As a general thing the more intelligent and industrious portion of the Freedmen are doing well taking all things into consideration. But I find a number of Women who are not married with large families of young children who they are not able to feed and clothe this winter. Although they insist that they are and refuse to have their children bound out at comfortable homes unless some provision is made they will suffer this winter.
