I have the honor to report the affairs of the Bureau in the Counties of Frederick and Clark, 9th Dist Dept of the Potomac, in good condition No complaints having been made at this office during the past month of any trouble existing between the Freedmen and whites in regard to contracts or otherwise, 

The demand for labor greatly exceeds its supply and although the price for daily labor has increased to some extent I hear of none of the Freedmen leaving their contracts for the purpose of taking advantage of it but on the contrary are disposed to fill their agreements to the letter,

The disposition manifested by the courts in these counties in regard to the testimony of the Freedmen is favorable more so in some localities
