I have he honor respectfully to report that the "Bureau Affairs" during the month of October have not changed materialy. There is still a decided opposition to the freedmen being taught or in any way elevated from his former degradation, The corn crop has yielded abundantly, thereby causing less suffering than would otherwise be felt, by the withdrawal of Rations. I am in receipt of complaints from Refugees that the Civil Authorities do not mete out to them justice, claims especially for damage to property during their absences, are always decided against them The closing of the Freedmens schools is severely felt in these counties, there is not a single school in either one, The feeling against the Bureau
