Office Asst. Supt: B of R.F. & A.L. Martinsville Henry Co Va Oc't 31st 1866 Bvt Brig Genl O. Brown Act'g Asst. Adj't Gen'l Richmond Va. General, I have the honor to report that the state of feeling between the White People and the Freedmen of this Sub. Dis't continues to be about the same as heretofore reported, viz. A want of confidence on the part of the Freedmen that they will obtain justice at the hands of their Employees for this year's work; with the White people, a disposition is shown to beat and bruise the Freedmen on the slightest provocation, as it seems to be pretty generally understood that they will not be presented for so doing. I am General Very Respectfully Your Ob'dt Ser'vt Wm L. Fernald 2d Lt V.R.C. & Asst. Sup't Pat'k & Henry Co. Va Thr'o Maj. R.S. Lacey Supt. B of R & c 7th Dist Lynchburg Va.
