In compliance with Circular No 6 dated Bureau R F and A Lands, Head Quarters Asst Comr State of Va Richmond Va January 29th 1866, I have the honor respectfully to submit my monthly report of the condition of the affairs of Freedmen, throughout the Sub Dist of Richmond and County of Henrico

Since the non-issue of rations to destitute Refugees and Freedmen, indigency extends to a very large extent.  More particularly confined to the aged, and women with large families who when held as chattels were sold away from their husbands, and are now left without any visible means of support.
