notice, I have afforded such relief as was requisite to prevent actual starvation.  The Board of Overseers of the City and County reluctantly afford relief, in fact I know of no instance where assistance had been rendered by that body to the Freedman.  In the County Taxes are levied and collected, the colored population paying their portion, yet relief is positively refused.  In an interview I had a few days ago with Mr Eggleston Chairman of the Board for Henrico County, I was informed that no steps would be taken to meet the exigency of the case, unless they were residents of the County prior to the evacuation of Richmond.  This method of procedure is certainly a very arbitrary one.  With reference to the City up to the present time, no provision has been made, and though many of the Freedmen are worthy objects for admittance to the Alms House, the privilege is not allowed them.
