General

I have the honor to report the Condition of Freedmens Affairs somewhat improving.  The Freedmen are generally employed at remunerative wages.  The demand for labor is better than it was three months since.  Many of the Freedmens families who have been dependant upon the Govt. for shelter have found places where their services were required and a home would be provided.  Several families have been sent to their farmers place of residence where they could find employment among their old acquaintances.

No Rations have been issued except to those in Hospital or in the Old Folks House.  No Complaints have been made of suffering, in consequence of the discontinuance of rations there is much want of clothing among the destitute Freedmen.  This is being relieved in a measure by the American Missionary Association but winter clothing for men and
