The sentiment of the people with regard to the employment and treatment of the colored people seems to be changing for the better.

The matter of supporting the poor and destitute Freedmen who have come into the city of county since May 1862, is still unsettled.  The civil authorities refusing to make any provision for such destitution or allowing the remains of of such to be interred, except on payment of expense of digging graves.
