In compliance with existing orders, I have the honor to submit the following Report, of the Condition of Affairs of this Bureau, in the counties of Lunenburg and Nottoway, Va. for the month ending Oct 31st 1866.

In Lunenburg County, the condition of the Freedmen is truly lamentable.  About one fifth of the laboring portion, have been drove off the plantations, upon some trifling and often unfounded charges, of imprudence or laziness, and without receiving any compensation for their years services, numbers of them having no other homes, one compelled to live in the woods, and steal in order to sustain life.
