In accordance with Circular No 6 Hd Qs Asst. Com. State of Va dated Richmond Va. Jan 29 1866 I have the honor to make the following Report of Freedmens affairs in Surry and Sussex Counties Va during the month of October 1866- being a second Report for said Counties, made necessary by the assault and battery of the persons of two Freedpeople named respectively Tom King and Tempe King, on which the Circuit Court had not acted when I made my regular Report for the month some five days ago, but of which it has since taken cognizance.

Said Court met on the 29th inst, and the case of the Kings was presented by me to Mr Littleberry Mason the prosecuting attorney of Sussex County. He at once acted in the matter, and brought the affair before the Grand Jury who presented some of the men who had made the assault = viz Phil Williams, Evans Bartridge, and George Gilliam for assault and battery; and they will be tried at the next term of said Court which will be next April.

I can still further state that Mr Mason has assured me that he, as prosecuting attorney, will be as earnest in having the offenders punished as if the persons assaulted were white citizens and members of the higher order of society.

All the better and more influential of the inhabitants of the county denounce the outrage - and this sentiment is, I believe, almost universal -
