In compliance with Circular No 6 C.S. from Hd Qrs Asst Comr State of Virginia, I have the honor to report that the condition of Bureau in this Sub District. The feeling of the Races to each other is hostile and often increases to violence by indiscretions of either party. There is a want of confidence in their relations and dealing with each other and an absence of that general good feeling without which it is impossible to maintain good order in mixed communities, Two causes contribute largely to this State of affairs & lead to all the disturbances occurring. There is scattered over these counties various small towns each of which contains at least one liquer store to which the Freedmen often repair and sometimes indulge to freely in liquer when he becomes noisy and turbulent. Some of the Whites often indulge in the same way and the condition of both parties should they happen to meet, leads to difficulties, Another cause which sometimes leads to disturbance is that there are in the
