I have the honor to make the following report of the condition of Bureau affairs in this Sub Dist. in compliance with Circular No 6 dated Hd. Qrs. Asst. Commissioner State of Va. January 29th 1866

There is no perceptible change in the relations between the Whites and Freedmen since my last report. Many of the latter are making arrangements, however to take the charge and support of their families upon themselves instead of depending upon their employers as they have done during the past year. Many of them visited cabins with a small piece of land attached
