white are now busy gathering their crops housed & sowing wheat &c.

Very few cases of vagrancy or sickness exist among them I found it necessary to send but two (2) (col'd) persons to hospital during the entire month.

None here as yet expressed a desire to go south and settle under the Homestead Law. they are some of them buying in this section & more will buy as soon as the political affairs of the Country become more settled many have consulted me about buying land already & I have given my advice & assisted them in obtaining clear titles & in having the papers properly drawn & registered   Much labor yet remains to be done in order that the register of colored persons may be completed.  I have not been able to accomplish much toward taking the Census owing to the amount of office business crowding in upon me especially in Orange Co which was without an Officer a short time before I could reach there.  

Many applications have been made by the whites for orphan minor children
