In compliance with Circular No 6 Dated Hd Qrs Asst Comr Va Richmond Va January 29th 1866, I have the honor to report the state of feeling between the whites & blacks to be the same as usual. Some few of the citizens in thier blind prejudice seem to blame the freedmen for the results of the war and seek to get all the work they can out of them and then for some pretended wrong discharge them without paying them telling them that as they did wrong and broke thier contract that they are not entitled to any pay. These cases are generally taken before a magistrate and result in the freedmens getting his pay. The county authorities of Fauquier have taken charge of the most destitute but still I anticipate there will be suffering this coming winter among a class that are not able to support themselves and whom pride keeps from going to the poor house
