General,
I have the honor respectfully to report per instructions of Circular No 6 CS Head Qrs Asst Comr Richmond Va. Jan 29th 1866, that the conditions of Bureau Affairs in this Sub Dist is at present in a prosperous state. Most of the Freedmen are supporting themselves by their own industry and doing so quite independently the inclination manifested by some to run from place to place, breaking their contracts and promises. I have labored to check, and on the present occasion, I have the satisfaction to report, "all doing very well indeed. The state of feeling between the Whites and the Freedmen is very good every-body appears to be settling down to quiet and industrial pursuits of life, and as affairs become steadier of a necessity, confidence and reliability must grow, there is no Freedmen in this Sub Dist. who has the reputation of being honest and upright but that on any occasion can always have friends to aid and assist him, and in performing my duties, I have made it a point to impress on all the great necessity of establishing a good character.
